Which states tax Social Security in 2026
Eight states can tax some Social Security benefits in 2026: Colorado, Connecticut, Minnesota, Montana, New Mexico, Rhode Island, Utah and Vermont. Most of them exempt it below an income line or for older residents, so many retirees there owe nothing on it. West Virginia finished phasing out its tax on benefits in 2026.
A state that leaves Social Security alone can still tax your pension and IRA withdrawals, and that is usually the bigger number. The table above prices all of it together for your income.

Method and sources
The same 2026 federal return is computed once: up to 85% of Social Security taxed under the IRS worksheet, the standard deduction with the extra amount at 65 and the senior deduction, ordinary brackets, then qualified dividends and long-term gains at 0%, 15% or 20%, and the 3.8% net investment income tax. Federal tax does not depend on the state, so the ranking is the state tax alone.
Each state’s tax then comes from its latest published tables and its own rules for Social Security, pensions and IRA withdrawals. A married couple’s income is split evenly between you, which matters in states with a per-person retirement exclusion. Pensions are treated as private-employer pensions and withdrawals as IRA withdrawals. Indiana and Maryland add a county tax, so they show the range from the lowest county to the highest. Other local income taxes, such as New York City’s, are not included. One state’s tables, sources and the questions it asks are on the retiree tax calculator.
Income tax is only part of the cost of living somewhere. Property, sales and estate taxes are not compared here.
